State of the Trucking Industry: November 2026 DOT Enforcement and Winter Readiness

November 5, 2026 / DotNumberStore.com

One truck pulled from service can put an entire delivery route behind.

That matters in November, when LTL terminals and local delivery fleets are working around shorter daylight hours, weather delays, and Thanksgiving receiving schedules. This month opens with fresh federal inspection results from Arkansas, a scheduled fatigue patrol in Washington, and year-end registration work already underway.

Roadside enforcement is already making news

Arkansas | Operation Highway Shield. On November 4, FMCSA reported that its latest multiagency operation conducted 1,724 inspections in 48 hours in Arkansas. The agency reported 393 drivers and vehicles placed out of service combined, along with 183 English-language proficiency violations. Those are results from a targeted operation. For fleet managers, it’s a good time to verify driver qualifications, review hours records, and make sure defects reported at the end of one shift are resolved before the next driver takes the truck. Washington | Chain checks and a November 24 fatigue patrol. Washington State Patrol scheduled commercial vehicle chain checks on I‑90 at Snoqualmie Pass for November 3–4. The seasonal chain-carry requirement there runs November 1 through April 1 for covered vehicles. WSP also has a November 24 fatigued-driving patrol scheduled on I‑5 between mileposts 100 and 111 in Thurston County. Troopers will also watch for moving and equipment violations. Build time into the route for chain-up and weather delays, especially on the Tuesday before Thanksgiving. Snoqualmie chain enforcement announcement · I‑5 fatigue patrol schedule

Looking ahead | International Roadcheck. CVSA has scheduled its next three-day inspection initiative for May 11–13, 2027. Use winter maintenance visits to address recurring brake, tire, lighting, and securement issues while the truck is already in the shop. CVSA International Roadcheck

Federal updates to take into November

English-language proficiency | Current enforcement and a pending proposal. FMCSA’s April roadside policy addresses how inspectors assess the existing English-language qualification requirement and when a violation can put a driver out of service. A separate August proposal would put out-of-service provisions into federal regulation. That rulemaking remains at the proposal stage. Review with drivers how to respond to routine inspection questions and recognize highway signs and signals in English. FMCSA roadside enforcement policy · Federal Register proposal

DataQs | Updated review process. FMCSA announced October 16 that all 50 states, Washington, D.C., and U.S. territories had implemented a standardized, multilevel review process for disputed safety data. If a crash or inspection record appears inaccurate, save the report and supporting evidence while the details are fresh. Assign someone to submit and track the request for review. 2027 UCR | Registration is open. If your business is subject to Unified Carrier Registration, use November to verify the number of vehicles you operate in interstate commerce and complete the 2027 filing. The approved fee for a carrier in the zero-to-two-vehicle bracket is $46. FMCSA has temporarily suspended USDOT number inactivation for certain overdue biennial updates during the Motus transition. UCR is a separate filing. 2027 fees and registration · FMCSA registration updates

State rules to check before dispatch

California | Check emissions deadlines truck by truck. Clean Truck Check covers most diesel and alternative-fuel vehicles over 14,000 pounds GVWR operating in California, including covered trucks registered out of state. Check each unit’s testing deadline in CARB’s CTC‑VIS system before assigning a California run. CARB lists October 2027 as the start of four-times-a-year testing for vehicles equipped with onboard diagnostics, so put that change on next year’s maintenance calendar. California and Oregon | Brief drivers on the route’s chain controls. California’s heavy-truck chain installation requirements follow posted controls. Oregon also publishes commercial chain-up rules and equipment guidance. Before a driver leaves the terminal, confirm the route, the current restrictions, and whether the truck has the right equipment for its axle configuration. What LTL and local delivery fleets should watch

ATA’s seasonally adjusted for-hire truck tonnage index rose 0.8% in September and was flat compared with September 2025. That national reading gives some context entering November. For a local terminal, the more immediate numbers are stops per route, time at the dock, and how many missed appointments turn into a second trip. Confirm Thanksgiving-week receiving hours, book liftgate or appointment deliveries early, and leave room in the schedule for weather and late freight. ATA September tonnage report

At each terminal handoff, check the trailer lights and reflective material, and recheck load securement as freight is added or removed. If road grime is obscuring the markings, clean them and look for missing or damaged sections. When replacement is needed, match the material and placement requirements for the trailer. Make the truck-door check part of the walkaround

Start with spare tractors, newly assigned straight trucks, and units with recent door repairs. Where the federal carrier-marking rule applies, both sides of the power unit must show the operating carrier’s legal name or a single trade name as recorded with FMCSA and its number preceded by USDOT. The markings must contrast with the background and be readable from 50 feet in daylight while the vehicle is stationary. Federal vehicle-marking rule, 49 CFR § 390.21

For permanent fleet units, our 24-by-6-inch custom two-line USDOT decal gives you room for the company name and number. It’s sold individually, so order two if you’re replacing both sides. For temporary assignments on compatible steel doors, our two-line USDOT magnetic sign offers a removable option. Check the fit, attachment, contrast, and readability on the truck before dispatch. Before Thanksgiving week

  • Confirm customer receiving hours, pickup cutoffs, and backup equipment.
  • Check chains and winter gear on trucks assigned to affected routes.
  • Review driver credentials, hours records, and outstanding inspection reports.
  • Verify 2027 UCR status and any vehicle-specific state deadlines that apply.
  • Walk both sides of each truck and inspect trailer lights and reflective markings.
